Overview of Chief Minister's Inspection Team
Chief Minister's Inspection Team, Punjab was established in the year 1960 as Governor's Inspection Team. The name gets changed with the change of the government system. Accordingly, it has functioned as the Governor's Inspection Team, Martial Law Administrator's Inspection Team and Chief Minister's Inspection Team. Presently it is working as Chief Minister's Inspection Team.
The Inspection Team at present consists of a Chairman and Seven Members (Five General Members and two Members Engineering). The working of the team has been systemized by allocating different departments / districts / towns of Lahore City to various members. Each member of the team carries out regular monthly inspections in addition to enquiries / probes entrusted to him through Chief Minister's Directives. Enquiries in CMIT are conducted judiciously, promptly and impartially and reports are submitted to the Chief Minister with recommendations for appropriate action.
The hard work and dedication displayed by the Members and their staff in the accomplishment of the assigned tasks has remained to the entire satisfaction of the Chief Executive. The functions of CMIT are defined in Rules of Business, 1974 of Government of the Punjab. CMIT acts as eyes and ears of the Chief Minister / Chief Executive of the Province. It has been the Chief Executive, who provides the inspiration and motivation to his Inspection Team and its performance has always been dependent on the Chief Executive's eagerness to utilize its services.
Functions
The main functions of the CMIT are listed below:
- Inspect sample development projects throughout the province with the following objectives:
- that development projects are properly planned and are executed efficiently, expeditiously and economically with effective quality controls and to recommend appropriate action against the defaulting officials / departments
- that directives / orders of the Government regarding development projects are being fully implemented; and
- that officials of National Building departments and contractors are carrying out their duties, responsibilities and tasks properly and efficiently
- Inspect or cause to be inspected all Government Departments including Police, Autonomous / Semi-Autonomous Bodies, Corporations, Institutions and Local Bodies to see whether or not these Departments / Agencies discharged their duties / functions efficiently and expeditiously and to bring serious observations to the notice of the Government together with recommendations for improvement
- Take cognizance of any important matter affecting Government / public interest and draw attention of the authorities concerned for appropriate action and place it before the Chief Minister for his consideration / orders
- Entertain complaints of serious / urgent nature and pass these on to the concerned quarters for expeditious disposal or carry out investigation / probe directly as may be appropriate
- Undertake special assignments, which may be entrusted to it under orders of the Chief Minister on any matter not specified in this Charter
- Any requisition made or assistance required by the Inspection Team in these regards shall be complied with promptly by all concerned
- Other departments may assign specific important tasks to the Inspection with prior permission of the Chief Minister
- The Chairman, Chief Minister's Inspection Team shall submit his reports to the Chief Minister directly, copies may be endorsed to the concerned departments / officials except those which may be of confidential nature
- The Chief Minister's Inspection team shall maintain close liaison with Anti-Corruption Department and pass on cases which may be appropriate to be dealt with by them
- Budget, accounts and audit matters
- Purchase of stores and capital goods for the department
- Service matters except those entrusted to Services & General Administration Department
Work Pattern
The Work Pattern of CMIT is described below in detail:
- CMIT deals with complaints emerging from various sources
- Complaints come to the CMIT from various sources; these include inquiries coming from Chief Minister (CM directives), inquiries coming from the CM Secretariat or a summary of the department which is initiated by the department itself and approved by the CM
- The inquiries are received at the Diary Section of CMIT from here they are sent to the Chairman CMIT
- The Chairman reviews the complaint and assigns it to one of the members
- The member, processes each complaint thoroughly and may go to the site of the inquiry to physically examine it and can also look at the paperwork relevant to the complaint may also be held. Using the information, which is collected from various sources, a comprehensive report is prepared. The report along with the observations and findings also include analysis, conclusion, actions to be taken and recommendations made by CMIT
- The detailed report is then sent to the Chairman CMIT for approval who can add his recommendations and changes to the report, or if the report is not found to be satisfactory it may be sent back to the member for further inquiry and analysis
- After the approval of the Chairman CMIT, the report is forwarded Chief Minister, the CM Secretariat evaluates the report and orders the necessary actions to be taken, if any
- If the CM is satisfied with the report, then the actions that are to be taken is sent to the concerned authority immediately.
- The case is only closed once concerned authority sends a reply to CMIT reporting that the action has been taken. Otherwise, the case remains open
